Is Halloween: The Game on PS5?
The game has an official PlayStation Store listing and PS5 is included everywhere the developers describe supported platforms. No PlayStation 4 edition has been announced, so do not treat the PS5 listing as cross-generation support.
PS5 players can choose digital Standard or Digital Deluxe at launch, then physical Standard or Limited Collector's Edition when boxed copies arrive in October.

Crossplay and multiplayer links
The official account and an IllFonic developer Q&A both confirm crossplay across all available platforms. That should connect PS5 players with Xbox and PC players, but the exact friend-invite flow and crossplay settings still need a launch-day check.
Crossplay is not cross-progression. In the same Q&A, the team said there were no current plans for cross-progression, so do not assume your unlocks will follow you from PS5 to another platform.
